Went into my phone and saw what appeared to be mobile data being turned off which I didn't do. Turned it back on but it didn't light up full...just did the following as shown in the image!

Any idea why that is?

Try rebooting and see if it solves it.

A reboot worked. Just strange how that happened. Wonder if there's something that kicked it off as the battery level got low.
 
My wifi does that occasionally when it's trying to find a connection

On my Samsung galaxy s3 running android 4.0

Because unlike ios, i keep my apps in app drawers, and not in infinite cluttered homescreens
 
I have found that when those toggles at the top of the notification screen don't work all the way, going into that function in Settings still looks fine. For example, the GPS sometimes doesn't start when I try to turn it on with the toggle. So I go into Settings, Location Services, and discover that the GPS is still off. In other words, it hasn't begun to turn on the GPS. So I tap on the turn on GPS button, and it connects immediately. This is a trick I used on the S2 too.
