Mobile Hotspot on Verizon with 6p and 5x

So, I encountered something interesting last night regarding mobile hotspot and my unlimited plan. To give some background, I've got 2 unlimited lines, the primary is mine with a 6p and the secondary is my wife's with a 5x. In getting ready for a business trip I was testing the mobile hotspot feature and the 6p turned on without checking for a subscription. I do not pay for mobile hotspot except when traveling and I'm not rooted. When I try the same thing with the 5x, it checks for a subscription and will not turn on.

Is anyone else seeing the same behavior? Does your 6p check for subscription?

the Nexus 6P absolutely does check. i'm a Cricket Wireless subscriber & have screenshots showing the pop-up "Authentication in progress...", also the message "To enable portable Wi-Fi hotspot on this device, go to att.com/mywireless or dial 611". i called the Google Play Help Center but they stated Huawei may've added that middleware layer to check for particular carriers.

I have Verizon too and my 6p does not check to see if I have a tethering subscription (I do have unlimited data)

Hmmm...not sure if this is correct. Huawei/Google did not make these carrier specific, although I know you mean carrier specific within Marshmallow itself. On my Samsung S6 Edge+ it checked for validation every single time I started the Hotspot. It was soooo annoying.
