Modify framework-res.apk without rooting?

I saw some forums in which people were saying framework-res.apk could be modified on a Droid which is not rooted without even using adp. They were saying that one should be able to simply copy framework-res.apk to PC, make desired modifications, sign the apk, and paste it back to the system folder on the droid. Is there any truth to this? Any advice? I want to customize my Droid a bit (specifically color of notification bar) without rooting it. I'm not ready to give up my warranty and OTA updates. Thanks in advance!
