Moto e20 flashlight under 15%

Is there a way to force the flashlight on when on low battery. I would like to use it whenever I want to.

Welcome to the forums. That's the battery saver feature starting at 15% of charge. You can disable this option or change the percentage in Settings - Battery - Battery Saver - Schedule.
