Moto G3 "Android is starting" Optimizing app x of 46

[AC Question]

My phone has been "optimizing app x of 46" for more than 14 hours. After it's done optimizing the intro to the phone turning on flashes, and I get a bit of hope to think it's going to turn on. But no. Then it just keeps going back to the same black screen with a white window saying "Android is Starting... Optimizing app x of 46" And I can't afford to get a new phone. please help.
