Moving apps to sd card

Why there are app can't be moved from device storage to sd card? Is there a way to force move them?

apps run better from device storage/internal storage. when you move apps to the SD card you're actually only moving parts of them and that's only the apps that are able to be moved there system apps can't be moved to SD card. Android M will treat an SD card more like internal storage but that's a ways on down the line
