Moving non system apps to SD card?

Does moving "movable" apps to SD card keep LG G4 running faster (without the operating system contending with bloated Internal storage?)

No, the operating system doesn't need any of the app storage space, it has its own. It's not just one big blob of 'internal storage', it's partitions of storage, and one has very little to do with the others. It's like your desktop slowing down because your F: drive is full - it won't.
