Moving to New Phone - No Way to Restore a Backup File

This is the most frustrating process, to change to a new phone...

I am not allowed to connect to the google account, so can't backup / restore to that.I have exported the file, and put it on the phone, into WhatsApp\Databases\msgstore.db.crypt12

However installing whatsapp after that, or before that does nothing.
During install there's only the option to import from google drive.

But what's really bad, is there's no "import messages" option anywhere. There are a confusing set of "backup" pages, which write out a backup, however nothing at all I can see to restore a backup....

Please tell me I am just looking in the wrong place, or else, how to restore a backup from a file.

What's now happening is that I had to re-activate so many times between phones to try to get it to work, that it says I have to wait 2 hours before I can get a verification code again.... this is just getting more and more frustrating....

Try Helium as an alternative to Google backup. Be sure to backup app data
