There are actually three states -- Sound, Vibrate and Mute -- and tapping the same icon cycles through them.

@boomer....mine seems like it skips the vibrate and goes right to mute no matter what i do or how many times i hit the button...drivin me crazy

Hmm. If you are running a stock phone, I'd say that's a defect and you should take to to a Sprint service location.
