My battery is fully charged but the phone won't run. What should I do?

Battery charged but won't run phone

unbricked AT&T galaxy note but battery says its charged but o percent time on battery any clue befor I buy new baterry

Since the battery is only $7 (look on Amazon), it hardly pays to find another Note to try the battery in - and I'm assuming you don't have a voltmeter to measure the terminal voltage. I suspect something else is wrong, though. (Like it's not really unbricked.)
