My battery on Android P (READ DESC)

Okay so uh, remember the new thing on Android Pie? Where now in the battery section of the settings, it shows you wheater your battery is running normally or not? Or wheater it's not and you are suggested to use "battery saver"? Well I have a problem. Right after charging, (assuming it's 100%) it says that *I'm suggested to turn on battery saver*. Then after draining to 97% more or less, it says it's normal.

It's just a system option presented according to the coding, in this case appearing to you after charging. You can dismiss it or as you are doing, just wait for the system to realize you are not interested.
I find Google annoying the same. Constantly popping up with suggestions for how to do things better, but just allow Google further control too often. Good luck
