My battery percentage is stuck on 87% ?

So i have this old android phone (its an old phone i don't use, model of phone is alcatel one touch) i charge it regularly, don't really use it. I like to keep it on because in previous android phones i had, if i turn them off for prolonged time they will freeze or glitch when turning on. I do not overcharge it or charge it overnight. This phone does have old photos/important stuff on it. So it died completely yesterday which i usually never let happen and when i plugged it in, it lit the white LED indicator went on but the phone didnt turn on. I held the power button only until it turned on, and let it charge it charged normally from 1 percent.. and when i went to unplug it was 87 percent. Even though i dont use the phone while its just sitting therem it usually drains. When i woke up this morning, it was still 87%. Now, about 26 hours later it is still showing 87 percent? The phone is still on working fine, is not super hot or anything. And everything is well. What should i do? Is it safe to turn it off or on? Is my data safe?
 
Welcome to Android Central! What's the exact model? There are a number of One Touch models. I'd suggest a cache partition wipe, but it might be important to know which One Touch model it is, in case the steps are different for different models.

I'd also say that it's very important to back up that "important stuff" to some other storage, like your computer hard drive or to a cloud storage like Google Drive. Mobile phone storage is not guaranteed to last forever, and if the phone dies, you won't be able to retrieve it.
