My caches do not clear after I follow the correct procedures

Hi,
I have a Samsung Galaxy J3 (SM-J327V Android version 8.1.0.). Verizon is my carrier. I try to delete each app's cache by going into Settings, then the specific app, and then the Storage section of that app. I press the Clear Cache button at which point the Cache goes to 0. When I immediately go back into the app, the cache shows the original number.

For example, I tried to clear the cache on my ESPN app and then to Storage within the app. It shows that there is a cache of 16.38 KB. I press "Clear Cache" and the 16.38 changes to 0. I exit Settings and then go back in. The ESPN app once again shows 16.38 KM,

Any help that you could give me on how to correctly and permanently clear my apps' caches would be greatly appreciated. Thank you.
 
Is there a specific reason you want all of your apps to have zero cache?

And just an fyi, that cache is reset automatically by the apps themselves. The only way to get rid of it for good would be for the developer to reprogram the app. I doubt that will ever happen, because the cache is used to help things run more efficiently.
 
Welcome to Android Central! 16 KB is a minimal amount, so that's not surprising. If a cache of 1 GB suddenly came back, I'd find that unusual, but not 16 KB.
 
Thank you very much for your help. My main goal was to free up as much storage space as I could, but it sounds that a 0 cache may not always be possible. Thanks again.
 
The app has to always keep its current state (since Android can kill any background app at any time then, when you bring it to the foreground, Android runs it, telling it to start where it left off - where the cache had it). Evidently the ESPN app takes 16.38KB to store its current state when it's not being used.
