My call screen won't pull up now during calls

I have a galaxy s7 with Verizon. Everything was fine, but now when I make or accept calls, the main call screen will not show up. I can't select speaker phone options, video calling, I can't pull up the touch pad to respond to prompts - nothing. The phone itself is working fine and I can browse through my phone while on a call, it's the main screen will not pull up no matter what I do.

Phone is completely UTD and I tried restarting to no avail. Any ideas on what I can do to troubleshoot this issue? Thank you!

Make sure it's able to appear on top:

Open Settings->Apps, then tap the three-dots menu button in the upper right, then Show system apps.
Scroll through the list until you find Phone (there may be multiple copies of it in your apps list - don't ask me why, but there are 3 of them on my GS9)
Open it and then scroll down to the "Advanced" section, and ensure that "Apps that can appear on top" is set to "On."
