My Camera seems to be constantly active

I have a Note 4 and I just noticed that every time I select the recent applicatons button my Camera always appears as a recently used application, even if I didn't use it. If I select close application and go back to recently used applications my Camera appears again every time, even if I power off and repower my phone. Strangely, if I go to the close all running applications option the Camera doesn't appear. Why is my phone reporting that my Camera is always in use? This is a very new development; I've never had anything like this happen before.
