My first application, what program to use for making this

I am trying to create an application that can do the following:
1.- Allow to choose from a wide variety of templates created in Excel.
2.- Enter data in the blank fields of the application.
3.- Generate the chosen template with the data entered in the application and be able to download it in an Excel file.
