Welcome to Android Central! Remember that the Removed Apps and Users listing is a conglomeration of all apps and users you may have deleted from the phone in the past few weeks. If you delete an app that had been using data, then that data gets added to the Removed Apps and Users. So it may seem that "Removed Apps" is using more data, but it's just adding up the data that was used by an app before you uninstalled it.

Everytime I download an app I go through all of it's settings to optimize how I want it and to see what options it gives. Then I go to app info and, depending on the app, I will turn off background data and restrict background battery use. Then I look at permissions it has. I try to limit what an app can do especially while I'm not using the app.
