my galaxy s6 edge wont let me finish setting up to get in to home screen

i keep putting my google account then after that i put my password then it brings me back to Terms and conditions every time i put in my account and password

Welcome to Android Central! Do you have 2-step authentication turned on for your Google account? If so, try turning it off temporarily. If that doesn't help, then I'd bring it back to the store and ask for a replacement.
