My haptic feedback won't work half the time. How do I fix it?

I read alot of the other forums here, and no, my Power Saver is off. I don't use it. I first noticed the problem while I was playing on the ClassicBoy emulator, won't vibrate at all. Then I noticed that my screen selections stopped vibrating as well. They still make sound, but nothing else. I have vibration on, touch feedback and notifications all the way up and in-game vibration on as well. Please help me fix this.
