My HTC 10 Wi-Fi hot-spot locked with verizon

Whenever I attempt to turn on my Wi-Fi hot-spot, a message used to pop up that my sim card is not a Verizon sim card. Meanwhile, the phone is unlocked and I have rooted it also.

Any help?
