My HTC One M7 is missing AdbWinApi.dll, how can I get it back?

HTC One M7 - missing AdbWinApi.dll

I'm unlocking the bootloader on my HTC One M7 phone following the instructions on HTC Dev site. I've installed the required resources Google Android SDK, Java Runtime Environment and HTC Sync Manager. When I try to execute fastboot.exe (Windows) an error screen informs me of missing AdbWinApi.dll file.
Should I install more packages with Android Studio SDK Manager?

I assume I can get rid of that annoying HTC Sync Manager that runs automatically every time I plug in my device?
