My HTC One M7 is stuck in the bootloader and isn't being recognized by the PC, what should I go?

My HTC One m7 is stuck in the bootloader and isn't being reconized by the PC

My HTC one M7 is booting up and then immediately going into the bootloader. At the top it says Tampered, Relocked, and Security Warning. Im using the HTC one M7_UL with S-ON and hboot 1.57.
Things i've tried:
Factory resetting the phone doesn't work at all.
I've tried using Fastboot ADB to unlock the bootloader, but windows 8.1 doesn't reconize the phone and the cmd window keeps saying "Waiting for device" when I try to find the identifier token. Any help would be appreciated, i'm trying to put HTC Sense back on the phone. Thanks!

I'm not sure what the problem is. Have you tried contacting HTC to see if there is a fix for this problem?

I'm Having a very similar problem my M7 boots straight to the bootloader however it says LOCKED, M7_UL PVT SHIP S-ON and im on H-Boot 1.61. Im pretty sure this is a soft brick however i am a complete novice. I've wiped the cache partition and tried the Factory reset on the bootloader but it didn't work im considering the wipe/data factory reset but if an alternative method is availible id rather do that. Thanks
