my key pad will not pull up my telephone key pad

my telephone key pad is not working at all

Try first a Power Off and Restart, and if no go, clearing the cache of the Phone app in Settings, Apps.

Welcome to Android Central! Which phone? So you're saying that when you open the Phone app and tap the keypad icon, nothing happens? What about the other onscreen buttons, like for Voicemail or Call History?
