My LG G3 won't update for Daylight Savings Time - I have it on automatic set settings

I notice when I get home and it connects to WIFI, time goes to correct time..I live in downtown seattle and I think it may be a local issue. People talk about it , but no one seems to have a fix or answer.

Welcome to Android Central! Sorry, are you saying that when you're only on the cell signal, the automatic time zone is giving you the wrong time (i.e., standard time rather than daylight savings)? And then it corrects itself as soon as you connect to wi-fi? Have you contacted your carrier about this?
