My MMS & Text Msgs Will Not Send.Well....l

I have had no complaints for a year and a half with my Note 2, however last week I started getting the old "failed" message from my server when I would send a text or a MMS message. Do I have something set wrong? Keep in mind Im not quite as tech savvy as the rest of you seem to be. Thank you for any advice. And by the way, Ive been to ATT once, and they replaced the sim card thinking that was the issue, and yesterday I spent several hours on the phone with a technician. No help.

I have a galaxy note 2 that sends picture messages but doesn't receive mms... Any ideas? Currently tried using Google hangouts but that didn't work.
