my Motorola droid Verizon 4glte doesn't charge and cant start up

my Motorola droid Verizon 4glte doesn't charge and cant start up with anew battery it shows a white light then it starts beeping and it goes off after some time whats wrong with my phone when the new battery got used up it just didn't charge again it shows awhite light then it switches itself on then off showing that battery empty and since then it has not gone on again

Welcome to Android Central.

It could be that the battery is faulty.

It could also be that the charger, USB lead, or USB port are at fault.
Does the old battery still accept a charge? If so, the new one is probably the cause of the trouble.
