My nexus 7 (2013) can not start up after Android updated

A new Android version (?) was updated to the tablet while it was running well with Youtube. Suddenly, the screen turned black, then Android restarted to the end of Optimizing Apps (34 apps), and the screen turned black again to repeat this cycle endlessly.

I shut the tablet down by pressing and holding the Power button, then powered it up. The cycle repeated.
 
Welcome to Android Central! How long have you had this tablet? The 2013 Nexus 7's last official system update was probably some time in 2015.

The label on the box shows:

Model: K008 (NEXUS7 ASUS)

Made in China Date: 2015.10

The applications in this tablet have been updated automatically (starting around Dec. 2015). The last time, I saw the down-arrow linking when Android was being updated.

Ok, it was made in 2015, but it was released in 2013, and Google only guaranteed updates for about 2-3 years after release date for that device. I have two 2013 Nexus 7's, and the last patch they got was Aug 2016.

So are you sure it was a system update that happened when it shut down? Other possibilities include hardware failure, firmware corruption, and malware.
