My Note 5 won't let me select icons, won't turn off or restart. What should I do?

my note 5 wont let me select icons, wont turn off or restart

I can't open any apps. if there is a folder I can open the folder but then I can't select the icon. I know its not the screen because i can scroll from screen to screen
