My PC will not recognize my phone as a storage device?

When I plug my computer into my phone it will recognize it as an S 21 device. When I click on it however it doesn't show anything. So it is not allowing me to access the memory so that I compile my photos and videos off of the phone. I've watched some YouTube videos on this and tried to access the android system to change that but it would not help. I've also pulled the screen down from the top as I was told that it would show at the bottom of my notifications a way to change it from charging the phone to allowing access for the USB. None of these worked. I got my phone from T-Mobile and I believe that they have intentionally disabled this feature.
 
Welcome to Android Central! T-Mobile wouldn't have disabled this very basic function of Android devices. Have you tried different cables? Cables can fail or be faulty, such that only the charging wires in the cable work. Also, make sure the USB ports for the phone and the computer are clear of any debris, using a can of compressed air to blow them out, and a dry toothbrush to scrub them.
