My phone started announcing the time every hour

After a workout my phone got very sweaty. It suddenly opened several applications at once. I closed them all down but not my phone keeps announcing the time every hour... even in the night. It's not in drive mode and there aren't any vision or hearing helps open. I keep getting text to send upgrade notifications but no apps are running as far as I can see that this is used with.

Go into your settings-apps-and look for an app that has something to do with accessibility and force close it

I have looked for anything that might have that. I didn't see anything that is running it.
