My phone vibrates when muted

My Samsung Note 20 vibrates when muted. I have it muted in the sound panel and I have all 4 volume settings turned all the way down. I shouldn't have to use "Do no disturb", which is for selecting specifics.

Whether you have the sound muted or not only affects the audio out functionality, it doesn't have anything to do with all Notifications of the different services running on your Note. Your Note is still updating the different services that check for new messages or whatever so when you do receive something like a new text message, its notification will still happen no matter if you have the sound muted or turned off. They're two different aspects so simply because you can't hear them does not mean they're not still occurring.
It's not unlike when your Note's display goes dark when it's in sleep mode. Just because the display is off does not mean your Note is also powered off.

What exactly vibrates ? Which carrier you on ?
