Do you have Magisk installed? Do you have TWRP installed? Either one would prevent it. (If you have Magisk installed, you can uninstall it from the app, then reinstall it after the update.)

The Download is 78.5 MB. What should I do can I roll back and download afresh or whats the solution.

I had a similar problem on my Pixel C earlier in the month. After a couple of days, it eventually installed correctly. When I was searching about this problem, I did see some mentions that it was also happening on some Pixel phones. Give it a few days, and then try updating again.
That still seems to be dangerous. I had one phone (a 2, not a 2 XL, but it's pretty much the same files) replaced for doing that, and the replacement locked up in the fastboot screen flashing a later update and Google was going to replace it, until I figured out how to force a total factory reflash. I'd wait. (That's what I plan on doing in May.)
There's a big difference between flashing and sideloading. Sideloading an OTA is no more risky than receiving the same OTA through its normal distribution channel.
