My Pixel C is having trouble playing videos

Does anyone have this issue. When I try to play youtube videos using the chrome browser in desktop mode a lot of the times the video ill not play I always get the error message about restart browser. I am also having problems viewing videos using the Facebook Messanger app. When using the YouTube app which I personally don't like videos seem to play fine.
I am runnging Android 7

Loses it, rebooted and still getting the "if playback doesn't begin shortly try restarting your device"

You went to APKMirrror instead of Google Play Store? Are you in a region without access to the Play Store?

I first went to google play store and searched for Android System WebView and it just shows enabled
Then I went to the APK site and installed the latest version though this did not fix it.
I also just noticed on my Nexus 6P running Android 7 youtube in chrome when using desktop mode does not work either exact same problem.

The thing about Android System Webview is that sometimes updates can be glitchy. Since it's currently up to date, try going to Settings>Apps, select Android System Webview, and Uninstall Updates. Does the problem persist?

I went to Settings>Apps, select Android System Webview, and it would only allow me to disable it. No way to uninstall or anything else

If you disable it, that should uninstall any current updates and bring it back to the original version. Then you can re-enable it and test it with that version (and try updating it via the play store again as well).
