My SM-t337a will not load bootloader is there a way to fix it or do I have a white paper weight...

I loaned the tablet to a friend and he thought he'd be cute and root it for me... -_- and now it tries to boot but restarts and goes into the recovery menu and when I try to reboot into bootloader the little android flashes and it says "No command" and returns to the recovery menu.... is there anything that can be done to save it or is it FUBAR...
