Need a Bluetooth on and off app

Way back in my PALM OS days (not webos!!) I had an app that would turn on bluetooth every time a call came in and turn it off when I hung up.

I would LOVE to have an app like that for Android. In addition I would like to add the ability to add applications or triggers for that action. As an example I would like BT to turn on every time i open a music app, or a video app. I realize that turning off when an app "closes" may not be possible, but the key is to turn on automatically when call come in or apps are launched.
Is there an app out there to do that, and if not, is the capability to build an app like that included with the app inventor? I have not looked into building my own app, but that may be my only recourse.
