Need Help, Helping a Friend

I have a friend who just got his first Android phone, a Droid Maxx. When someone receives a snapchat video from him, the video is in 3 the sections. It looks something like this:

The video is also extremely grainy. I have googled this issue but can't find anything. I have a Samsung phone and his camera settings seem very different than mine.
Any help would be greatly appreciated.

That doesn't look like camera settings, it looks like a bad camera, bad camera firmware or a bad Snapchat app.
