Need help turning off this feature (green perforated boxes when selecting anything)

I don't know how this happened, but for some reason I'm getting this green perforated box around everything on the Note 4. It won't recognize finger input but recognizes the s pen. When I take the s pen from the device, the s pen wheel does not display nor does it activate upon pressing the s pen button.

I'm trying to turn off whatever it is that is on so I can use finger input again. Any help is appreciated. Thank you.

Is it part of your font selection?

No. The font has been this way so that's not it at all.

This green box comes up on everything I go to select. Then I can't press anything unless I use the s pen.

So it seems I had somehow activated the Talkback feature on the device. Turning that off solved the issue.
