need help with settings!!

I have a Verizon US gs4 and am running 4.3 but when ever I connect to mobile network or even connect to a different Wi-Fi, the settings app opens and being me into it. This has been happening for a bit now and is really bugging me. Please help!!!

Just to be clear, the settings itself opens when it connects? What page does it open?

It opens the main settings. Like if you would open up the settings app.
