Need Help with SIM Card

Hello, I recently got a Pantech Breakout 4G and ive never had a phone that needs a SIM card before. I do not plan on using this phone on my plan, im just using it as basicly a multimedia device, and for WIFI. I got the phone today and i immediatlely started downloading apps(without the SIM card) and now when i try to connect to the Google Play Store it says "connection lost" and i cannot connect to the Internet. I was wandering if i had to have a SIM card to connect to the internet thru WIFI, and if I need a SIM Card where can i get one, and will it cost me anything. Any help is appreciated Thanks
