Need SIM to update Android?

Do you need to have an active sim card in order to receive the latest security updates and android version? A Motorola One I just bought (in Sweden), which runs Android One (which is supposed to update monthly, and is supposed to already have received the upgrade to Pie) is still running on 8.1.0., with the latest security patch being from August. Tech support at Motorola said updates depended on network providers. So do you need to have an active SIM card in the phone in order to receive security patches and android version upgrades?
 
Welcome to Android Central! Carrier-specific phones often have to be on that carrier's network in order to get the official system update over-the-air. Unlocked "carrier-agnostic" phones don't -- they should be able to get the update directly from Lenovo. Do you know if the phone you got was originally sold by a carrier, or did you get it straight from Lenovo?
