Need to have text messages to voice

Ok so I use a blue tooth while driving and am looking to have my text messages read to voice but when blue tooth is off I do not want to have text messages read. Any suggestions?

Not a very nice reply.. Thanks anyways.. I think I found a app to do it but I'm not familiar with the how to with it.. I thought I could do it right from my phone without a app.. I'll figure it out.
