Kingsoft Office. Free on Play, with a Pro version. Free version allows editing of most documents, and is MS compatible.

I agree on Kingsoft, it works well for free. Google just bought QuickOffice but it can't edit PDFs yet, it does sync to your Drive account. I got a Documents to Go Key for free in the Amazon appstore, during their daily give away for Prime members, and it works well.

If that means annotations in PDF's then the free 'Adobe Reader' might be enough.
For the paid kind 'RepliGo Reader' is one of the best.
