If the charge rate is negative while plugged in, that means the current isn't getting to the battery. The usual culprit is a bad USB cable (and micro-USB cables have been notorious for going bad in my experience). The internal connections in the cable break down and prevent the phone from getting full current. Other symptoms of a bad cable is inconsistent data connections when tethered to a computer, constant charger connect/disconnect alerts, and erratic touch screen response.
If replacing the cable doesn't work, then it could be the phone usb port itself going bad. There's also a chance the charger itself is bad, but I rarely see that reported.
