New 28MB update after 4.3

Was there another update after I manually updated to 4.3? I did find my phone shut down the other morning. I also noticed a blue circle on the indicator icon bar (top, one the far left) with a two digit number that changes. I have come to believe that it is a battery charge indicator. No idea where it came from or when (it was not there last week).

It's a 28MB update I don't know what's new

It appears this update fixes the issue with third party chargers not charging the phone (at least the one that I have that wasn't working after the 4.3 update does now). Not sure what else might be in it.
