when setting up a new android device and signing up with my google account, how do i make it so that it doesn't go off an start auto-downloading all the apps that i have previously bought?

You would have to uncheck the restore from Google Services in the setup screen, the same where is asks language, Gmail, etc. However, this will stop installing ALL your apps not just your paid ones.
