new market / AT&T billing option

Does the new AT&T bill option show up on the market yet? And does this work on the Nexus? I don't see it. Maybe there is something I have to sign up for first or Nexus is not recognized as AT&T device? I have the new market and when on wifi it does flip on 3G data momentarily when starting up (supposedly to check carrier).
