New Maxx, Won't Charge Past 30% Lock Sounds Almost Not Audible

Just bought a razr maxx today. It won't charge past 30%, lock sounds are enabled, I can hardly hear it. Any work arounds or should I just change phones? Just ported from AT&T to VZW...not sure whats going on here.

Id take it to a Verizon store and get it exchanged.
