New Moto E constantly says it's activating

I just bought a Moto E this morning and so far everything is fine. But at the top in the notification bar, it says "Activating Your Phone. Please Don't Turn It Off" and then just stays there like that until eventually it says "Activation Incomplete. Your Phone Will Try Again When You Restart."

A) What is it activating? and B) Why does it always fail?

Activation is the process which the phone connects to your service. I had Verizon to mine and we still had problems releasing my old number from ATT.

Ohhh. So it's doing that because I don't currently have any service?
