New Nexus 4 user with WiFi issues

I bought a used Nexus 4 from eBay. It came in the mail yesterday and I did a factory reset just to make sure it was back to factory settings. The only problem I've found so far is that the wifi keeps turning itself back on after I turn it off. Is there anything that can be done about this? Maybe some setting I don;t know about because my AT&T GS3 doesn't do this. Help please.

I am just guessing here...

Settings -> Wi-Fi -> Menu -> Advanced. Uncheck (if checked) Scanning always available.
