New pop up/split screen feature doesn't work?

The pop up which appears constantly fishes when it's moving and dragging to the side doesn't create split screen.

Same for anyone else?

I dont have the phone , just going over basic troubleshooting like restart phone can fix issues like this or clearing cache in recovery .

I believe you have to drag your knuckle across the center of the screen to activate split screen mode
